Abstract:
This point cloud dataset is part of the mapping and data analysis related to the proposed Susitna-Watana hydroelectric project. The Alaska Energy Authority (AEA) is preparing a License Application that will be submitted to the Federal Energy Regulatory Commission (FERC) for the Susitna-Watana Hydroelectric Project using the Integrated Licensing Process. The Project is located on the Susitna River, an approximately 300-mile-long river in the south-central region of Alaska. The Project’s dam site will be located at Project River Mile (PRM) 187.1. The results of this study will provide information that will inform the 2013–2014 formal study program, Exhibit E of a license application, and FERC’s National Environmental Policy Act analysis for the Project license. This delivery contains point cloud data in LAS 1.2 format for Priority Area 07, classified as follow: Class 1: Unclassified, Class 2: Ground, Class 3: Low vegetation, Class 4: Medium Vegetation, Class 5: High Vegetation, Class 7: Low points (noise), Class 8: Model key points, Class 9: Water . Derived products may be less accurate in areas of extreme terrain and dense vegetation due to a lesser number of points defining the ground in these areas. Classified data sets such as this one may have varying posting due to some pulses not reaching the ground.

These LAS files have been classified but contain all points collected. No points have been removed or excluded. Automatic qualitative assessments were performed to gauge data completeness. Automatic qualitative assessments were performed to gauge absolute vertical accuracy. Automatic and visual qualitative assessments were performed to gauge relative vertical accuracy. The software packages utilized to perform the assessments were Terrascan, LP360, and Lastools (the open-source and licensed as LGPL tools).
Completeness_Report:
LiDAR dataset contained flight-line offsets due to a combination of variable turbulence and high Positional Dilution of Precision (PDOP). During acquisition, there were 5 known times a day of approximately 30-45 minutes in which collection was not possible due to PDOP rising above 5.0 due to a lack of satellites. The acquisition subcontractor, Keystone Aerial Surveys, circled in air, or used these times to land for fuel. However there were times when the flight was on-line and would approaching waves of high PDOP during collection. Therefore, a variance in data quality with drifting quality of data is expected. Additional flight-line offsets were due to sudden winds. Mt. Denali is known for creating its own weather patterns, and Keystone Aerial Survey's pilots tried to adjust to sudden winds from the ridge in excess of 100 knots with very little warning. Flight lines offset between PRM 92 - 95, and PRM 97 - 98 were caused by pitching of the aircraft, quick movements of the nose, that in turn caused the LiDAR points to bunch up and look similar to artificial terraces. The flight-line offset issues do not affect the quality of the absolute vertical accuracy.

Geovera, LCC completed a GPS survey of variously selected ground control points for LiDAR accuracy validation. A Final Control Report was computed in TerraScan as a quality assurance check. Vertical positional accuracy will be computed for the final deliverable. The Vertical_Positional_Accuracy_Value reported below (8.23 cm) is only for Priority Area 07 (PA-07).

Ground check points were surveyed on the hardest and flatest surfaces available. Due to the remote location of the area of interest, hard, flat surfaces like roads were not always available. The relationship between surveyed and LiDAR points was analyzed in order to determine the elevation difference and root square mean error (RMSEz) for the data set. An automated tool in Terrascan was used to perform the analysis. Vertical positional accuracy will be computed for the final deliverable.
